Belize Cabinet 2025 Appointments

Prime Minister John Briceño today made a cabinet reshuffle, the first since the 12 March 2025 General Elections. Rumours had been swirling for months and the contours suggest that ministers whose portfolios have been the subject of national (and some suggest international) scrutiny, have been reassigned. The Police, Education, and Enterprise (Corozal Free Zone) portfolios have seen the more drastic changes. In the more interesting move, the Hon. Kareem Musa the former police minister, has been given a diminished role covering Immigration and Labour.

Since this reshuffle, chaos broke out with news that Hon. Henry Charles Usher had turned down the invitation to take up the thorny Home Affairs and Enterprise (Free Zones) portfolio previously held by his brother Hon. Kareem Musa. This was compounded by the sensational news on 17 November that Jose Mai from Orange Walk South had been booted from the Cabinet.

Hon. Oscar Mira was tasked to take up Home Affairs & Enterprise. On 17 November there was confirmation that Hon. Oscar Mira has taken the reins at Home Affairs & Enterprise. And on 18 November 2025, another press release was issued with the latest cabinet reconfiguration.

In its current iteration, two ministers who had been previously demoted, Florencio Marin Jr. and Rodwell Ferguson, have made a comeback.

Key Cabinet Positions:

  • Prime Minister Briceño will retain the portfolios of Finance, Investment and Economic Transformation, Civil Aviation, and E-Governance.
  • Deputy Prime Minister Cordel Hyde will continue overseeing Natural Resources, Petroleum, and Mining.
  • Francis Fonseca remains in charge of Foreign Affairs, Foreign Trade, Culture, and retakes the giant Ministry of Education, with Marconi Leal Jr. as Minister of State for Foreign Trade, and Ramon Cervantes as Minister of State for Education.
  • Rodwell Ferguson gets Agriculture, Food Security, and New Growth Enterprise, assisted by Alex Balona as Minister of State.
  • Julius Espat will stay on as Minister of Infrastructure Development and Housing.
  • Kareem Musa switches to Minister of Immigration, Labour and Governance.
  • Anthony Mahler continues as head of Tourism, Youth, Sports, and Diaspora Relations, with Devin Daly as Minister of State for Youth and Sports.
  • Kevin Bernard will continue as Minister of Health and Wellness.
  • Orlando Habet will lead Sustainable Development, Climate Change, and Solid Waste Management, with Ramiro Ramirez as Minister of State.
  • Michel Chebat continues as Minister of Public Utilities, Energy, and Logistics, supported by Gilroy Usher as Minister of State.
  • Henry Charles Usher continues as Minister of Public Service & Disaster Risk Management.
  • Oscar Mira is new Minister of Home Affairs & Enterprise (Free Zones).
  • Oscar Requena is Minister of Rural Transformation and Local Government.
  • Andre Perez will continue as Minister of the Blue Economy and Marine Conservation.
  • Louis Zabaneh leads Transport, Indigenous Constitution and Religious Affairs.
  • Florencio Marin returns to Ministry of National Defence & Border Security.
  • Thea Ramirez continues as Minister of Human Development, Family Support, and Gender Affairs.
  • Anthony Sylvester continues as Attorney General.

Office of the Prime Minister:

  • Dolores Balderamos Garcia and Rodwell Ferguson have been named Senior Minister of State and Minister of State, respectively.
  • Osmond Martinez will serve as Minister of State for Economic Development.

Other Key Roles:

  • Ambassador Stuart Leslie will continue as Cabinet Secretary and Chief of Staff.
